Former U.S. Tax Court STJ

The Distinguished and Honorable John F. Dean sat on the bench for 20 years as Special Trial Judge (STJ) in the U.S. Tax Court. He joined the Tax Law Institute upon his retirement in 2014. He serves as Judicial Advisor-in-Residence for USTCL attorneys and non-attorneys engaged in U.S. Tax Court trial practice. Judge Dean is an expert in all matters related to litigation in U.S. Tax Court. He is Visiting Professor of Law and Distinguished Speaker-in-Residence at the Tax Law Institute. He is admitted to practice in numerous jurisdictions, including the Supreme Court of the United States and the U.S. Tax Court. Judge Dean received his graduate legal education at Georgetown Law Center, where he earned the M. Law Taxation. He earned his J.D. at Catholic University Law School. He currently serves as Professor of Law in Washington DC.

L.B. Carpenter CPA, USTCP is a current specialist in the IRS treatment of casino gambling losses. He also spends a good deal of time otherwise engaged in analyzing cross-border transactions. He is a Certified Financial Planner. He is a CPA Member of the Bar U.S. Tax Court (United States Tax Court Practitioner) and Certified U.S. Tax Court Litigator. Counsel Carpenter will sit on the Judicial Bar Review for non-attorneys in Fall 2020. Aside from his work in accountancy, he provides federal tax litigation support to attorneys and is often called upon to express his knowledge of the IRC and U.S. Tax Court published opinions. Consequently, numerous attorneys rely upon him to serve as "expert witness."

Charles Read CPA, USTCP, Senior Counsel, CPA Member of the Bar U.S. Tax Court (United States Tax Court Practitioner) and Certified U.S. Tax Court Litigator.  He was the recent Small Business Self Employed and Wage and Investment Advisor to the IRS Advisory Council, where he was not only a sitting member, but also the only non-attorney member who is approved to practice in U.S. Tax Court.  Counsel Read was educated and twice degreed in accounting and finance - MBA/BBA - at the University of Northern Texas.


Federal Tax Scholar

Eugene Smith CPA, PhD is Visiting Professor of Federal Taxation at the Tax Law Institute. Consequently, he will work with TLI and the USTCL affiliate in all matters related to continuing education, IRS controversy and U.S. Tax Court litigation and settlement. He served as Adjunct Professor of Federal Taxation at St. John's University in New York and Assistant Professor of Federal Taxation at Fairleigh Dickinson University in New Jersey. Professor Smith served previously as both an U.S. Treasury Department Special Agent (Anti-Money Laundering) and IRS Revenue Agent. He is a specialist (Ph.D) in regards to matters pertaining to the Bank Secrecy Act. The Bank Secrecy Act (BSA), also known as the Currency and Foreign Transactions Reporting Act, is legislation passed by the United States Congress in 1970 that requires U.S. financial institutions to collaborate with the U.S. government in cases of suspected money laundering and fraud. 


Certified U.S. Tax Court Pre-trial Litigation Specialist

Janean Kong EA provides support to United States Tax Court Practitioners and attorney-FATPs handling small and regular cases before the IRS and U.S. Tax Court. She specializes in IRC research, and in the reading and briefing of U.S. Tax Court published Cases and Division Opinions. She trained at the Tax Law Institute, where she serves as State-Certified (Hawaii) Master Tax Strategist  and Certified Master Tutor facilitating non-attorney bar admissions. She provides tutorial support to the TLI's live and electronic bar applicants. She earned a Graduate Professional Accounting Certificate from the University of Hawaii.
